Of the 15 sites, 13 were accessible: 12 agencies and one comparison site (OF Master, France), which is listed as a reference and not scored. None of the six accessible French agencies publishes a commission figure, a registered company name or its contract terms. In Italy, one agency publishes its commission and three publish a legal entity, one of which is a company registered in the United Kingdom. Empire Management, which belongs to the same group as this site, is included in both tables under the same criteria and ranks first in each.

Short answer: one point per criterion met, from 0 to 5; ties in alphabetical order; offline sites listed but not scored; every data point taken from the agency's own website, with the verification date.
